Vintage Enameled Plate, Russian Skydiving Parachuting Parachute Air Sports 1991?

VINTAGE ENAMELED PLATE
1991?
Features an image of a skydiver, and a clock or counter of some kind. There is Russian writing around the perimeter, and Russian flags. I have not translated the writing. I'm not sure what this is about.
On the back is "3, 12/91, OTK 22." I don't know what that means. I'm thinking 12/91 might be a date, December 1991.
Essentially, I don't know anything about this other than what you can see.
It's 14 inches in diameter.
